Planning & Development Consultancy

Led by experienced Chartered Town Planning professionals, Cottrells Property provides trusted planning and development advice, combining planning expertise with a practical understanding of land, property and development.

Planning Consultancy

Cottrells Property provides clear, commercially informed planning advice to homeowners, landowners, businesses and developers across Norfolk, Suffolk, Essex and Cambridgeshire. Led by Beth Deacon-Bates, our planning consultancy combines local knowledge with a considered understanding of planning policy, site context and the practical requirements of bringing a proposal forward.

Every property and parcel of land presents its own opportunities and constraints. Establishing these at an early stage can shape the design, manage risk and provide a stronger basis for decisions about investment and development.

We take the time to understand the property, the client’s objectives and the planning history before recommending a proportionate route forward. Our advice remains practical throughout, whether the instruction concerns an extension to a home, the diversification of a rural business or the longer-term potential of land.

Initial Planning Advice and Site Appraisals

Early planning advice can establish whether an idea has a credible route forward before substantial time and cost are committed to design work.

We can review the site, its planning history and the relevant national and local policy context. Where appropriate, we will also consider nearby decisions, emerging policy and other material considerations affecting the prospects of development.

The resulting advice will identify the principal opportunities and risks, any information that remains outstanding and the next steps considered proportionate. This may include advice before purchasing land or property, an assessment of development potential or a review of an emerging proposal.

Planning Strategy and Pre-application Advice

A successful planning strategy needs to connect the client’s objectives with the policy, design and evidence relevant to the site.

We can advise on the most appropriate application route, identify where specialist input may be required and help shape a proposal before its design becomes fixed. Where early engagement with the local planning authority would assist, we can prepare and coordinate a pre-application submission before assessing the advice received.

We can also work alongside architects and other members of the project team so that planning considerations inform the scheme as it develops.

Planning Applications

We prepare and coordinate planning applications for residential, rural and commercial projects. Our involvement can begin with the initial concept and continue through validation, consultation and determination.

Services include householder, full and outline planning applications, changes of use, conversions and prior approval applications. We can also prepare planning statements and heritage-related submissions, coordinate applications to vary or discharge planning conditions and respond to matters raised by planning officers, consultees or neighbouring occupiers.

Focused support is available where a client, architect or wider professional team needs assistance with a particular part of an application.

Residential and Rural Planning

We advise on new homes, extensions, conversions, replacement dwellings and the development potential of residential and rural land.

Rural projects often involve a close relationship between settlement policy, landscape character, access, heritage and environmental constraints. Agricultural, equestrian and commercial uses may also have planning histories that influence how the land and its future use should be understood.

Our advice examines these relationships before recommending how a proposal should be positioned. This can include rural business diversification, the reuse of existing buildings and projects involving mixed or changing land uses.

Existing Applications, Refusals and Appeals

Where concerns have been raised during an application, we can review the planning position and identify whether negotiation, amendment or further evidence may provide a reasonable response.

Following a refusal, we can assess the decision against the relevant policy and evidence before advising whether a revised application or planning appeal offers the more credible route. Support can include refusal analysis, revised planning strategies and written representations appeals.

We can also advise on enforcement matters and lawful development certificates where development or a change of use may have taken place without the necessary planning permission.

Every case turns on its own facts. Our advice will provide a reasoned assessment of the available options without promising a particular planning outcome.

Strategic Land and Local Plans

Land with longer-term development potential requires a strategy capable of responding to changing policy and the local plan process.

We can assess how land relates to existing settlements, current allocations, identified development needs and emerging spatial strategies. This provides a basis for deciding whether a site should be promoted, when representations should be made and what evidence may be needed to support its future development.

Services include strategic site appraisals, local plan monitoring, call for sites submissions, Regulation 18 and Regulation 19 representations and site promotion documents. We can also review housing and employment land evidence and advise on speculative planning applications where appropriate.

Community Engagement

Effective engagement helps a project team understand how a proposal may affect the people who live, work or spend time around a site.

We can develop a proportionate engagement strategy, prepare accessible consultation material and provide opportunities for people to respond while the proposal can still benefit from what emerges.

This may include stakeholder engagement, public exhibitions, workshops, surveys and online consultation. We can analyse responses, prepare Statements of Community Involvement and provide clear feedback to the client and design team about the matters raised.

The purpose is to create a useful exchange between the community and the project team, supported by a clear record of how the proposal has responded.

Neuroinclusive Project Reviews

Places and consultation processes can create barriers through sensory intensity, unclear information, difficult transitions or assumptions about how people move, communicate and process their surroundings.

We provide neuroinclusive reviews of emerging proposals, project briefs and engagement material. Reviews can consider sensory load, lighting, acoustics, movement, wayfinding, waiting and retreat spaces, together with the information available before someone enters a place or participates in a consultation.

Recommendations draw upon planning experience, research and lived experience, helping clients identify practical changes while a design, brief or engagement strategy is still developing.

A neuroinclusive project review does not replace a formal access audit, architectural certification or specialist technical assessment. Where those services are required, we will recommend that an appropriately qualified professional becomes involved.

Professional Planning Support

We provide flexible planning support to architects, developers and established consultancies where additional capacity or a particular area of planning work is required.

Support can include policy research, site appraisals, planning statements, application reviews, appeal work and coordination with a wider project team. Instructions may relate to an individual project or an agreed period of consultancy support.

How We Work

The process begins with an initial conversation about the site, the client’s objectives and the current planning position. If we can assist, we will recommend an appropriate scope of work and explain the information needed to begin.

Some projects require a concise written appraisal before further decisions are made. Others benefit from continuing advice as the design and evidence develop. The scope will reflect the needs of the project and the work considered capable of contributing meaningfully to its progress.

When contacting us, it is helpful to provide the site address or postcode, a short explanation of the proposal and any relevant planning application reference. Plans, decisions and supporting documents can then be reviewed once we understand what you are seeking to achieve.
